Ted Bailey

Ted Bailey is the Cooperative Automated Transportation (CAT) Program Manager for the Washington State Department of Transportation (WSDOT). Ted is responsible for developing and progressing WSDOT’s role and strategic vision relative to CAT, which includes readiness for emerging technologies and investments such as Connected and Automated Vehicles (CAV), Broadband, Automated Vehicle Policy, Pavement Markings in support of Machine Vision, Smart Work Zones, and other transformational technologies. Ted is also an advocate for Infrastructure Investment and Jobs Act policy development and implementation flexibility to advance Washington’s multimodal transportation system through a focus on resilient, safe, sound, and smart investments. Since 2016 Ted has been actively engaging and leading CAT and CAV committees, working groups and task forces regionally and nationally through AASHTO, ITS America, ITS WA, TRB, FHWA, PAVE, and NHTSA while working with public and private organizations from policy development through implementation. Ted began his career with WSDOT in 1999. He is a registered professional engineer in Washington state with a Master of Science in Civil Engineering from the University of Washington and has spent most of his public career advancing smart infrastructure technologies alongside a private sector venture to develop a wealth management firm. He is originally from Minnesota, but lives in Olympia, Washington with his wife Robin and four children. He enjoys building relationships, the outdoors, youth sports, CrossFit, missions and traveling.
